Wards of the state are children taken under the protection and supervision of the government after they have been abandoned by their families. They are guaranteed a place in State Homes which holds until they reach the age of thirteen, during which they must prove themselves worthy of the lives given to them. For the next four-five years, they will be closely supervised and judged. If they do not live up to the expectations of the State Home, they will be released and sent out to be unwound.

All wards of the state share the same surname "Ward", and are either named by their nurses or by names generated by their computers.
